New lights on the projector, I need an HID kit?

So I was doing some reading and from what I understand, HID kits are pretty much no street legal, unless they come stock on your vehicle. Is this true or not misunderstood something? I was thinking of getting some regular bulbs can only jacks to connect a light to my Honda Civic 98 to go with the new projectors I'm thinking of getting. Are the lights with plugs called halogens? This will add the works regular bulbs or I need to get an HID kit?
